AWS SNS HTTPS endpoint for SES inbound Received notifications
POST
/internal/ses-inbound Public (no Bearer). Separate from outbound delivery SNS. Fetches raw MIME from S3
(receipt S3 action), parses, stores received_emails, and fans out email.received.
Allowlist topic via EVRE_INBOUND_SNS_TOPIC_ARN.
